The Ministry of Defense for Ukraine has recently made significant strides in enhancing its financing system for the construction of military engineering and fortification facilities. This development was announced in a post on Facebook and reported by Ukrinform.
The Cabinet of Ministers has sanctioned a resolution, spearheaded by the Ministry of Defense, which expands the scope of government bodies empowered to procure goods, services, and construction works for military fortifications. Previously, this responsibility was solely held by regional military administrations. However, with the new resolution, the Ministry of Defense, the State Special Transport Service, and the State Agency for Reconstruction and Infrastructure Development will also be involved in this process. This expansion means that fortifications will now be funded using a combination of state and local budget funds, as well as other permissible sources.
The resolution also streamlines the construction financing process by allowing an advance payment of up to 70% of the contract value. This move is aimed at expediting the construction of fortifications in critical areas.
Furthermore, the resolution standardizes the approach to project decisions, moving away from the previous ad-hoc method of constructing fortifications. The new approach aims to establish a cohesive network of fortifications based on a unified strategy. All construction projects will adhere to the same technical specifications, architectural and engineering solutions, and safety standards.
The General Staff of the Armed Forces of Ukraine will be responsible for determining the quantity and locations of the construction of these facilities, taking into account input from military authorities on the ground. This move ensures that the unique needs and circumstances of different sectors of the front are duly considered.
In addressing the improvements, State Secretary at the Defense Ministry, Liudmyla Darahan, emphasized the importance of streamlining the financing system to expedite and bolster the efficiency of fortification construction. She noted that the prior conditions and financing mechanisms were insufficient in facilitating the necessary expansion of fortification lines. Therefore, the act being rolled out is just the first step towards providing a comprehensive solution to the issue. This includes tapping into additional, currently unused funds for construction.
These amendments offer a promising outlook for the construction of fortifications in Ukraine, highlighting a concerted effort to strengthen defensive capabilities and enhance national security.
