China’s Belt and Road Initiative has received increasing attention, with a notable transition towards a greater emphasis on sharing technical expertise across various sectors. Previously, the focus primarily centred on infrastructure development, but there is now a distinct shift towards knowledge and technology exchange in order to bolster global connections.
The work of Chinese agricultural scientist Jia Yinsuo in Africa serves as a prime example of this shift. Since 1994, he has dedicated himself to researching maize and supporting local agriculture in 23 countries across the continent. His efforts saw a renewed impetus following the launch of the Belt and Road Initiative in 2013.
The initiative has now seen Chinese experts disseminating their technical expertise worldwide, from crop planting in Africa to traffic management in the Philippines. This strategic move aims to open up new markets for Chinese companies and bolster China’s global image.
Analysts note that China is moving away from large-scale infrastructure projects towards fostering economic returns and a positive global impact, leading to an increase in knowledge and technology exchanges. For example, China has collaborated with the Asian Development Bank to provide transport-planning expertise to the Philippines’ Davao city, focusing on establishing a modern public bus transport system.
Furthermore, China has been actively engaged in sharing technical expertise in Africa. For instance, a research centre in Shanghai has developed water-saving rice to enhance food self-sufficiency in Africa. In Nigeria, Chinese experts are training local farmers to boost rice output in challenging conditions.
This expertise sharing extends beyond agriculture, with Chinese hospitals partnering with numerous African counterparts to provide medical care. Additionally, China plans to export more advanced rice seeds to ASEAN countries to enrich local varieties.
China’s expertise also extends to urban planning, renewable energy, and electric vehicle technologies. As the initiative progresses, China aims to make the second decade of the Belt and Road Initiative “small and beautiful,” focused on value-added exports and knowledge sharing.
The next phase of the initiative is anticipated to witness an increase in expertise sharing, with China’s efforts geared towards strengthening technical capabilities in various countries. This approach aligns with China’s long-term strategy of capacity building and knowledge transfer to promote sustainable development in partner nations.
While the Belt and Road Initiative’s new focus on technical expertise has its advantages, it also raises concerns about potential risks for developing countries and criticisms from the West. Nevertheless, China’s emphasis on capacity building and knowledge exchange underscores its commitment to establishing mutually beneficial partnerships.
In conclusion, China’s evolving approach to the Belt and Road Initiative reflects a strategic shift towards fostering global ties through the sharing of technical expertise. By prioritising knowledge exchange over infrastructure development, China aims to promote sustainable development and enhance its global influence.
