San Diego is leading the way in innovative technology for underwater search and rescue operations, thanks to the recent introduction of AquaEye, a cutting-edge underwater scanner. This pioneering technology is poised to revolutionize the way lifeguards conduct underwater searches, ultimately reducing search times and enhancing efficiency in critical situations.
AquaEye was unveiled on November 22, with District 1 Councilmember Joe LaCava and San Diego lifeguards leading the demonstration. Fire-Rescue Chief Colin Stowell acknowledges Councilmember LaCava’s pivotal role in securing the AquaEye equipment for San Diego Lifeguards. This was made possible by leveraging community funds to match City funding and directing District 1 Community Projects Programs and Services funds towards the purchase of two AquaEye units. Chief Stowell has highlighted the significant impact this technology will have on reducing personnel time and fatigue during underwater searches, especially in comparison to traditional search methods.
The need for such advanced technology is underscored by the high volume of water rescues performed by San Diego Fire-Rescue Lifeguards. In 2022, lifeguards responded to a staggering 8,041 water rescues in coastal waters, Mission Bay, and city lakes. Fast forward to 2023, lifeguards have already carried out 2,579 water rescues, further emphasizing the critical nature of their work.
A recent incident at Mission Bay’s South Shores area served as a testament to the effectiveness of AquaEye in enhancing underwater search capabilities. Lifeguards were able to use the technology to conduct a thorough underwater search when a vehicle entered the water, raising concerns about potential occupants being thrown from the vehicle. Fortunately, the search yielded a positive outcome, as no individuals were found in the water.
Councilmember LaCava stressed the importance of equipping lifeguards with the necessary tools to ensure public safety, especially in the face of tragic events requiring swift and safe water rescues. He emphasized the need for lifeguards to have access to all available equipment, recognizing the vital role they play in safeguarding public safety.
The acquisition of AquaEye was made possible through the allocation of funds from the City’s Department of Finance, with District 1 CPPS funding covering one AquaEye and an anonymous donor generously providing matching funds for the purchase of a second unit. Councilmember LaCava expressed his gratitude towards the donor and highlighted the impact of the new technology in overcoming limitations faced by lifeguards and dive teams when working in shallow waters and near rocks.
In addition to the acquisition of AquaEye, Councilmember LaCava reaffirmed his commitment to supporting lifeguards by advocating for the necessary equipment and facilities needed for ensuring the safety of beach and bay users. He emphasized the importance of securing funding, whether through the budget process, direct funding, or generous donors, to uphold the highest safety standards for all individuals enjoying San Diego’s recreational facilities.
The Community Projects Programs and Services (CPPS) fund, which facilitated the acquisition of AquaEye, is a City Council program that awards funds to nonprofits and public agencies for various community, social, environmental, cultural, and recreational needs. This initiative aligns with Council Policy 100-061, where funds are allocated at the discretion of each council office towards the end of the fiscal year to address critical community needs.
