Local authorities in Gwent, in collaboration with Gwent Police, have made significant strides in addressing the issue of illegal off-roading. The initiative, which is financially supported by the UK Shared Prosperity Fund to the tune of £122,220, is directed towards the deployment of two law enforcement personnel and state-of-the-art technology to combat this problem.
Since its launch in November, the project has resulted in the confiscation of 10 illegal off-road vehicles. The investment from the local councils will cover the expenses related to the officers’ roles, as well as the acquisition of a drone, Land Rover, and quad bike to capture individuals engaging in unauthorized off-roading activities using scramblers, quad bikes, and motorbikes in hilly areas.
Under the stewardship of Torfaen Council, the initiative will involve the deployment of a police constable and a Police Community Support Officer in the upland area for a significant portion of their duties. Cllr Mandy Owen, executive member for the environment at Torfaen Council, highlighted the environmental and societal repercussions of illegal off-roading. She expressed confidence that the new personnel and equipment will not only lead to the apprehension of offenders but also act as a deterrent to others.
Superintendent Mike Richards, who oversees the policing response in Blaenau Gwent, Caerphilly, and Torfaen, underlined that the initiative is designed to complement Operation Harley, the established approach to addressing illegal off-road bike use in Gwent. He emphasized the significance of public cooperation in providing crucial information that aids the investigative process and results in the removal of these vehicles from the streets.
Member of Parliament for Blaenau Gwent, Nick Smith, echoed these sentiments, emphasizing the detrimental impact of illegal off-roading on the environment, wildlife, and local communities. He commended the introduction of new equipment to assist law enforcement in swiftly accessing remote areas and cracking down on the issue.
The funding for this initiative is sourced from the UK Shared Prosperity Fund, a pivotal element of the UK government’s Levelling Up agenda. With a commitment to providing £2.6 billion of funding for local investment by March 2025, the Fund aims to enhance community investment, support local businesses, and improve the quality of life across the UK.
