The J-6 office is currently exploring the possibility of appointing a Chief Digital and Artificial Intelligence Officer (CDAO) to facilitate the implementation of the digital modernization initiative advocated by General C.Q. Brown, Chairman of the Joint Staff. Lt. Gen David Isaacson, the director of C4 and Chief Information Officer of the J-6, views the potential establishment of this position as a significant stride towards enhancing the department’s technological capabilities.
Despite the existence of a CDAO within the wider department, the J-6 office presently only has a Chief Digital Officer. During his keynote address at the TechNet Cyber event in Baltimore, Isaacson emphasized the necessity of restructuring the Joint Staff to effectively seize the opportunities presented by digital modernization.
The initiative’s implementation will concentrate on cultivating a digitally proficient workforce, reinforcing infrastructure, harnessing artificial intelligence tools and capabilities, and expediting the integration of these advancements. The initial phase involves nurturing and sustaining a digitally savvy workforce to propel the modernization endeavors of the Defense Department. Isaacson expressed optimism in this respect, citing the presence of digitally adept servicemembers, whom he referred to as “digital natives”, as a competitive edge for the department.
In addition to workforce development, the initiative also seeks to fortify the existing infrastructure, with Isaacson highlighting the crucial need for close collaboration with key partners such as DISA and the DoD Information Network. By leveraging industry technology, the department aims to enhance its technological capabilities and resilience.
The final component of the digital modernization initiative entails the actual implementation and adoption of these capabilities. Isaacson acknowledged the historical challenges faced by the DoD in swiftly embracing new technologies, but expressed confidence in the ongoing efforts to improve in this regard, particularly through collaboration with industry partners.
Despite competing demands such as the conflict in Gaza, General Brown has prioritized the focus on digital modernization. Isaacson underscored the Chairman’s steadfast dedication to advancing this agenda, with the J-6 office entrusted as the primary driver of this pivotal initiative.
